First full winter that “Extreme Cold Warning” could be used in parts of Western Wisconsin

"35 below is cold no matter how it is whether there is a wind or not, but certainly the body cools much more rapidly when there's wind circulating around it kind of blowing off some of that heat that the body generates," says Dr. Paul Horvath who is a Emergency Department physician for Mayo Clinic Health System.
