Imagine a large atrium in Rochester where people could escape the harsh reality of a Minnesota winter. Land purchases and building demolitions in the city's downtown would clear the way for projects that fit with growth at the Mayo Clinic, the health care giant that dominates the local economy…Those are some of the infrastructure ideas that the Mayo Clinic has put forward as possible uses for more than $500 million in taxpayer money tied to a $6 billion economic-development project in Rochester called Destination Medical Center.
