While U.S. Rep. Jesse Jackson is seeking treatment for mental problems at the famed Mayo Clinic, an iconic mental health facility in his district is being forced to stop providing services. This irony helps explain why agencies like the Community Mental Health Council Inc. are finding it difficult to hang on. Dr. Carl C. Bell is recognized internationally for his work in the area of race, culture and ethnicity on behavioral health care, including depression. He is also one of a handful of black men in the city who have led institutions that provide low-income patients with holistic services.
